First Public Hydrogen Authority opens bid for H2 transportation

The First Public Hydrogen Authority (FPH2) is seeking Request for Proposals (RFP) for H2 transportation services. The competitive solicitation invites qualified vendors to deliver liquid and gaseous H2 from producers to offtakers across California. The RFP is open now, with proposals due September 12, 2025.

“FPH2 is ready to move H2 at scale and is looking for partners to make that possible,” said FPH2 Chairman R. Rex Parris. “This RFP demonstrates our continued leadership in building systems that are reliable, practical, and forward-looking. It’s not just about trucks or trailers, it’s about accelerating a H2 deployment.”

The RFP invites qualified bidders to propose solutions that align with FPH2’s mission of streamlining H2 procurement and infrastructure development. Proposals will be evaluated based on technical capabilities, cost-effectiveness and ability to deliver lasting value for end users.

Vendors can access the RFP (No. 03-25) and submit proposals electronically through the PlanetBids portal. The solicitation covers H2 gas and liquid transport services and includes an online Q&A period open until September 3, 2025

Through the RFP, FPH2 is establishing a transparent process that brings together public and private partners to accelerate H2 adoption and deliver benefits directly to communities.
